MAP 21 is particularly harmful to tribes with populations under 1000.  It removes the negotiated funding formula, including the hugely beneficial IRR High Priority Projects.

Strategy for Alaska Tribes:

Encourage Congress to leave the negotiated formula alone.

Encourage Congress to continue funding tribal transportation programs at current level as a minimum, and provide more funding if possible.

Encourage the Secretaries of the Interior and Transportation to continue fixing implementation problems of the IRR Regulation and SAFETEA-LU. Specifically as it pertains to routes used in the Inventory for funding, this means a fair and equitable Inventory for all Tribes.
