REAUTHORIZATION:
The greatest issue to the Indian Reservation Roads (IRR) program is continuing the program. Currently the IRR Program, as are all federally funded highway programs, is currently pending new authorization. We are currently limping along under a continuing resolution. For updates on the authorization process we recommend contacting Gwen Salt, Legislative Assistant with the National Congress of American Indians.
Senate Enviroment and Public Works Committee has passed their Highway Bill (MAP 21) out. This is a two year authorization. The House Transportation and Infrastructure Committee are pending action on their proposed 6 year authorization.

Q 10:
Hottest controversial topic facing tribes regarding the Indian Reservation Roads Program is how the Bureau of Indian Affairs has elected to implement Question 10 of 25 CFR 170 Appendix C to Subpart C...the infamous Q 10 Issue. Please read the December 2, 2009 letter to Secretary Salazar from Senator Inhofe and Congressman Young.
On July 14th, 2010 the BIA Issued a Federal Register Notice and held a series of public meetings to discuss their proposed changes to their implementation. The implementation process is underway.
The BIA and FHWA are currently taking steps to make corrections to what proposed and access roads belong in the IRR Inventory for funding purposes. Watch for future updates.
